UK appoints Gill Lever as new Ambassador to Zim

The United Kingdom has appointed Gill Lever, an Officer of the Order of the British Empire (OBE), as its new Ambassador to Zimbabwe, succeeding Peter Vowles, who will take up another Diplomatic Service appointment. 

Lever is expected to assume her duties in September 2026.

She brings to the role more than three decades of diplomatic experience spanning Africa, Asia and Europe. 

Lever currently serves as Deputy High Commissioner in Abuja, Nigeria, a position she has held since 2023. Prior to that, she was Deputy Head of Mission in Juba, South Sudan, from 2022 to 2023.

Her career at the Foreign, Commonwealth and Development Office (FCDO) has included senior roles across multiple continents. Between 2018 and 2022, she served as Head of Overseas Health and Welfare at the FCDO.

Earlier postings include First Secretary Management in Tokyo from 2001 to 2006, Entry Clearance Officer in Mumbai from 1994 to 1997, and Third Secretary Political in Bucharest from 1991 to 1994.

Lever joined the FCDO in 1989, with early assignments in the Hong Kong Department and the Research and Analysis Department’s Asia Pacific Section. She was awarded the Order of the British Empire (OBE) by the late Queen Elizabeth II.

The appointment comes as the outgoing ambassador left Zimbabwe after nearly three years in the role. Vowles, who took up his position in October 2023, has been credited with helping to normalise relations between the two countries. 

During his tenure, Vowles emphasised engagement and dialogue in rebuilding ties following years of tension.

Under Vowles’ leadership, the UK and Zimbabwe deepened economic cooperation, with enhanced market access arrangements creating opportunities for Zimbabwean exports to enter the UK under duty-free and quota-free provisions. Vowles has since been appointed as High Commissioner to Nigeria.

Lever’s appointment signals continuity in the UK’s diplomatic engagement with Zimbabwe. 

Her extensive experience in Africa, including postings in Nigeria, South Sudan, and earlier work on the Africa Peacekeeping Team at the FCDO, positions her to build on the improved bilateral relationship.

The UK has maintained a diplomatic presence in Zimbabwe since the country’s independence, with relations evolving through periods of tension and cooperation.

Lever will take over at a time when both nations have expressed interest in expanding trade, investment and political dialogue.
