The Zimbabwe Republic Police (ZRP) has urged livestock owners to keep their animals off public roads during the Heroes’ Day and Defence Forces Day holidays on 10 and 11 August 2026, warning that anyone who allows livestock to stray onto roads will face prosecution.
In a statement issued on Wednesday ahead of the holidays, Police Commissioner-General, Stephen Mutamba, said stray livestock remained a major contributor to fatal road traffic accidents, particularly during periods of increased travel.
“Stray cattle continue to contribute to serious and fatal road traffic accidents. Owners who negligently allow animals onto the roads will be held accountable in terms of the law, as they endanger motorists and pedestrians alike,” said Comm. Mutamba.
The warning comes as police intensify road safety and security operations for the holiday period, which also coincides with the end of the second school term.

Comm. Mutamba reminded farmers that the movement of cattle is regulated by law and urged them to comply with all legal requirements.
“Every movement of cattle must be supported by valid police stock clearance permits, veterinary clearance, and all relevant documentation. Furthermore, the movement of cattle during the night is strictly prohibited.”
He also urged motorists to exercise caution, saying drivers should ensure their vehicles are roadworthy and avoid travelling at night unless absolutely necessary.
“Drivers must ensure that their vehicles are roadworthy before embarking on any journey, and are strongly discouraged from travelling at night unless absolutely necessary. Reduced visibility, driver fatigue, and stray animals significantly increase the risk of fatal road traffic accidents during night time travel.”
Comm. Mutamba said police would intensify roadblocks, patrols, stop-and-search operations and surveillance across the country to ensure peaceful Heroes’ Day and Defence Forces commemorations.
“I have directed all officers commanding police provinces to implement comprehensive security measures at national, provincial and district commemorations, as well as at other public gatherings.”
He added operations targeting unregistered vehicles, vehicles without registration plates and those fitted with illegal beacon lights and other prohibited fittings would also be stepped up.
“The ongoing nationwide operation targeting unregistered vehicles, vehicles without registration plates or those fitted with illegal beacon lights, blue lights and other prohibited fittings will be intensified and offenders will be arrested and prosecuted.”
Comm. Mutamba also urged members of the public to report reckless drivers and remain vigilant against crimes such as robbery, unlawful entry, stock theft and gender-based violence during the holiday period, while advising parents and schools to make proper transport arrangements for pupils travelling home at the end of the school term.
