Villagers cry foul over stalled village committee elections

Residents of Robert Sinyoka, a peri-urban area in Bulawayo’s Ward 17, have expressed concern over the extended term of their Village Development Committee (VDC).

They suspect the committee may be deliberately avoiding new elections.

Villagers traditionally hold VDC elections every five years, coinciding with the country’s harmonized elections. However, the current committee hasn’t called for elections, and their term has expired.

Speaking anonymously to CITE, residents voiced their worries about the committee’s lack of transparency regarding new elections.

“We’ve always held elections soon after national elections,” they explained. “This time, it’s different. Other villages nearby have already elected new committees. We’re the only ones left behind.”

They expressed frustration over repeated delays. “It’s almost a year since the last election. Initially, they said elections would be held after Easter in March, then after Independence Day. Now it’s June, and there’s no communication about the way forward.”

The villagers are also concerned about ongoing projects in the community that lack community consultation.

“Right now, community taps are being removed, and pipes are being dug out,” they said. “Rumors say it’s rehabilitation work, but we weren’t consulted or informed about these developments.”

“Some households now have to walk a kilometre for water. The committee seems to be operating as usual, even without consulting residents on these projects.”

Ward 17 Councillor Sikhululekile Moyo denied the allegations of avoiding elections. She explained that plans are underway, but proper procedures must be followed.

“It’s news to me that there are claims of no elections,” Councillor Moyo said. “Regulations need to be followed, and we need representatives from the ministry present during the elections. We’re finalizing a date that works for everyone.”

“I met with the Robert Sinyoka villagers last week to discuss this. We planned a meeting this week to finalize preparations, but I have council and other commitments. We’ll likely reschedule for next week. Other villages have completed their elections, and this one will be held soon.”
