BCC takes delivery of new firefighting equipment
Bulawayo City Council (BCC) has taken delivery of four fireย tendersย acquiredย fromย Belarus by the government using the cityโs 2021 devolution funds allocation.ย
Each fire truck was purchased for US$464 296.
The four fire enginesย are fitted withย 5000-litreย tanks of water and 300 litres of foam.ย
Speaking during the commissioning of the fire engines, on Thursday, the acting Town Clerk Sikhangele Zhou said the local authority has not been able toย purchaseย any newย fireย tendersย for more than two decades.ย
โWe have relied on the partnership with Operation Florian and the benevolence of the citizens and the fire services from the United Kingdom,โ she said
Bulawayoย mayorย David Coltartย said theย new fire tenders will go a long wayย inย addressing a shortage of emergency vehicles.ย
โToday is a specialย moment becauseย weย received fourย new fire tenders for our great city, thoseย of you who have followed some of my comments since taking officeย knowย that the councilย has been bemoaning the fact that weย have fireย tenders.ย They are going to fillย a very seriousย gap in our fireย defences,โ said Mayor Coltart.
โThese four fire tenders that we have received today are being procured through the devolution funds.โ
He, however, said the government should involve local authorities when it comes to the procurement of service delivery equipment.
โWe were not involved in the procurement of these fire engines but what I am advised is that there was no consultation regarding the fire engines, whilst we are grateful for these four, going forward we ask that when devolution funds are used, that there may be consultations with local authorities,โ said
He added,ย โWe should be consulted in detail in the use of devolution funds, whilst they look like wonderful machines, our fire services have never used machines like these before, there is trainingย involved and it may have been beneficiary to use the devolution funds to get machines that are fire engineers and workers already familiar with.โย
The mayor also lamented the increase in fire incidents in the city.
โInย the last five years, we have had 2 513 fireย incidents. Theย dry seasonย causes aย hugeย strainย on our fire services, so we needย vehicles.ย ย Many of the grassย fires areย started by negligenceย by ourย citizens, people through aย cigaretteย budย in dry grass,โ he said.ย
Coltart implored citizensย toย actย responsiblyย and cut down onย the numberย of fire incidents inย theย city.ย
โIn this past week, I have had reports of our council employees burning refuse which not only is environmentally poor but alsoย it canย spread and cause further fires, so I implore our council employees and citizens to play their role,โ he said.ย
Minister of State and Devolution fundsย for Bulawayoย province, Judithย Ncube said the firefighting equipment is meant “to significantlyย assistย towards national safety”.ย
โEarlyย thisย year the government of Zimbabwe under the leadershipย of Emmersonย Mnangagwa for the supply ofย fire fightingย and further commissioned 53ย fire fightingย trucks outย of aย total of 133ย acquiredย fromย Belarus. Theย fire fighting equipment is meant toย significantly assistย towardsย the nationalย safety as these fire engines are being distributed across all 92 local authorities in Zimbabwe,โ she said.ย
Ncube said it isย the governmentโsย roleย inย liaisonย withย the localย government to ensure fire safety and prevention.ย
โThe fire tenders that have been procured from Belarus will be crucial for fire safety and prevention, they provide a continuous water supply to fire incidents which is essential for controlling and extinguishing fires,โ she said.
Ncube urged the city of Bulawayo to take care of the equipment.
