In this edition of The Brief Bulletin, Bulawayo City Council has begun replacing brass sewer manhole covers with plastic alternatives due to rising theft and vandalism. South Sudan’s President Salva Kiir has dissolved the transitional government, including parliament and all national and state governments, just three months before the country’s first planned election since independence in 2011.
